Surely there must be engineers at Apple that actually have "Announce Notifications" enabled, why has it been like this for years

My trusty iPhone Mini 13 is never going to get "Apple Intelligence" but it'd be nice if they could at least teach Siri that "$25 Billion" should not be read "twenty-five dollars billion" and that a 12-digit FedEx tracking number in an e-mail notification should not be read as if it were an amount
