Yup. It's Samsung's "Experience" aka TouchWiz who adds this notification, not Android.

πŸ€·β€β™‚οΈ It's a brand new S8 purchased a month ago. Tapping on the notification opened some Samsung app that wanted me to create an account so I backed out of it (a couple weeks ago). The same notification appeared today.
